Twitter Tag Channels with # . Now? Help!

OK, Chris Messina had this idea to use # for Twitter-Tag-Channels: Groups for Twitter; or A Proposal for Twitter Tag Channels | FactoryCity
And now: for 24 hours the train conductors are on strike in Germany. Chaos reigns! (Ok, to German standards ;) )
It would be really cool to be able to aggregate #bahnstreik-Postings on a channel.
My understanding as a non-techie is that this sould be easily doable with
- a widget to use in your blog or otherwise
- a 'slim' WAPlike Page that aggregates those postings and is configurable to one #tag or a combination of #tags (AND? OR? NOT?)
- a forwarding of the twits to the 'bahnstreik'-Twitter Account (configurable)
Can anyone whip up something like that quickly?
* I'll spread the word in the German Twitter community
* It's gonna be useful in the future
* It's maybe gonna move Twitter.com to offer something like that, too.
